I would suggest you to place the computer in clean boot state and check if any of eth start up services is causing the issue.

Windows 8.1

On a computer running Windows 8.1, you can use Devices and Printers in Control Panel to troubleshoot the controller. Here’s how:

  1. On the Start screen, select Control Panel.
  2. Select View Devices and Printers.
  3. Verify that the controller appears under Devices, and then right-click the controller and select Game controller settings.
  4. Check the Status of the controller, and then select Properties.
  5. On the Test tab, test that the controller works correctly. If there are any issues, select Calibrate on the Settings tab.
  6. If you continue to experience any issues, right-click the controller under Devices in Devices and Printers, and then select Troubleshoot.

  4. If you see yellow exclamation points next to any of these entries, there's a problem with the installation. If a hardware conflict with the controller was causing the problem, the yellow exclamation point will no longer appear after the controller is unplugged.
